if you're using photoshop, you can also set a glow, or use a gaussian blur to do that effect. the glow is the easiest solution and it works well with the layer

yeah, you can set the wand to have a feather. in fact, all the mask tool can have feathering applied to them

well theres depends what version your using if cs2 then select the layer and press the funny F button
